What is a Safe Pass? It is the one-day health and safety awareness programme set by SOLAS for people working on Irish construction sites, and the registration card you receive when you complete it. That card is what a main contractor asks to see before letting you through the gate. It is not a licence for a machine, and it is not a trade qualification — it is proof that you have sat the national safety awareness programme.

What a Safe Pass actually is
SOLAS, the state further education and training authority, sets the Safe Pass programme and issues the cards. A registered tutor delivers the programme in a classroom, you sit a written assessment at the end of the day, and SOLAS issues a card in your name against your PPS number.
The point of the programme is a shared baseline. On a site with twenty trades, everybody has heard the same content about permits, excavations, height, plant movement and reporting. That is why contractors treat the card as non-negotiable rather than as paperwork.
Who needs a Safe Pass in Ireland
The practical rule on the ground is simple: if you are carrying out construction work on an Irish construction site, expect to be asked for a current card. That covers general operatives, tradespeople, plant operators, supervisors and a lot of maintenance and delivery work carried out inside a live site.
Where a specific case is genuinely unclear — short site visits, non-construction deliveries, escorted visitors — the Health and Safety Authority's Safe Pass FAQs are the authority to read, and the main contractor controlling the site is the one who decides who gets in. We would rather send you to those two sources than pretend a training provider decides site access.
What the day covers
The programme runs 8:00am to 4:00pm and works through the safety topics that account for most serious site incidents:
- Health and safety law and the duties it puts on employers and employees
- Accident reporting, prevention and the cost of getting it wrong
- Manual handling awareness
- Working at height, roof work and access equipment
- Excavations, confined spaces and underground services
- Electricity on site and overhead lines
- Health hazards — noise, dust, vibration and chemicals
- Personal protective equipment and site housekeeping
How to get your Safe Pass
- Book a place on a tutor-led course with a SOLAS-registered provider. WorkSafe Ireland's live dates are on the upcoming courses page.
- Turn up for the full day. You must be 16 years or older, a PPS number, and the ability to speak and write English.
- Bring photo ID and your PPS number. Without a PPS number SOLAS cannot issue a card, and that is not something a provider can work around.
- Sit the written assessment at the end of the day.
WorkSafe Ireland runs the course at Ashdown Park Hotel, Gorey, Co. Wexford (Y25 V1D6) and at Uppercross Enterprises, Belgard Road, Tallaght, Dublin 24 (D24 X8CT), both with free on-site parking.
What a Safe Pass costs
Prices differ between providers. WorkSafe Ireland's public course is €149.99 in Tallaght, Dublin 24 or €175 in Gorey, and that figure includes the SOLAS registration card, course materials and refreshments on the day, with no booking fee. When you compare quotes, check whether the card is included — that is where most of the apparent difference between providers comes from.
If you also need Manual Handling, it is listed at €50.00: the theory is completed online at a time that suits you, and the visual practical assessment of roughly fifteen minutes is taken straight after the Safe Pass course at the same venue.
How long a Safe Pass lasts
Four years. When the card expires you have two routes: sit the one-day course again, or take the SOLAS alternative renewal test, a computer-based exam sat at an approved test centre and booked through your SOLAS account. Either way, do not let it lapse while you are mid-contract — an expired card is treated exactly like no card at the gate.
The online Safe Pass problem
Search for a Safe Pass and you will be offered online and same-day options. SOLAS does not recognise any online-only Safe Pass, and a card from an online-only provider is not accepted on Irish construction sites. Both the SOLAS Safe Pass page and the Citizens Information page confirm the position. Money spent on an unrecognised card is simply lost.
What a Safe Pass does not cover
A Safe Pass is awareness, not competence on a specific machine or task. It does not qualify you to operate a forklift, a MEWP or an excavator, it is not a manual handling certificate, and it is not a first aid qualification. Those are separate courses:
- Manual Handling training
- First Aid Responder (PHECC)
- Forklift truck driver refresher
- MEWP training
- IOSH Managing Safely for supervisors and managers

What is a Safe Pass — questions people ask Google
What is a Safe Pass?
Safe Pass is the one-day health and safety awareness programme set by SOLAS for people working on Irish construction sites. Completing it gets you a Safe Pass registration card, which is what a main contractor asks to see before letting you work on site. It is an awareness programme, not a skills qualification for a particular machine or trade.
Who needs a Safe Pass in Ireland?
In practice, anyone doing construction work on an Irish construction site is expected to hold a current Safe Pass card, and main contractors enforce it at the gate. The Health and Safety Authority sets out where a card is required in its Safe Pass FAQs, which is the authority to check if your situation is unusual.
What jobs need a Safe Pass?
General construction operatives, tradespeople working on site, plant operators, site supervisors and many delivery and maintenance roles that involve working within a live construction site. If you are being asked for a card by a main contractor, that contractor's site rules are the practical answer.
Who is exempt from a Safe Pass in Ireland?
Exemptions are narrow and depend on whether the person is actually carrying out construction work. Rather than guess at your case, check the Health and Safety Authority's Safe Pass FAQs, or ask the main contractor whose site you are entering — they decide who they admit.
How do I get my Safe Pass?
You book a place on a tutor-led one-day course with a SOLAS-registered provider, attend for the full day and sit the written assessment at the end. WorkSafe Ireland's public dates are published on the upcoming courses page at €149.99 in Tallaght, Dublin 24 or €175 in Gorey, with the SOLAS registration card included.
How much does a Safe Pass course cost in Ireland?
Prices vary by provider. WorkSafe Ireland's public course is listed at €149.99 in Tallaght, Dublin 24 or €175 in Gorey, which includes the SOLAS registration card, course materials and refreshments on the day, with no booking fee. The live calendar always carries the current figure.
How many questions do you need to pass the Safe Pass?
The assessment format is set by SOLAS as the awarding body, not by the training provider, and WorkSafe Ireland does not publish a question count. The honest answer is that the content is worked through in the room with the tutor during the day before the assessment is sat.
Will social welfare pay for a Safe Pass?
Support depends entirely on your own circumstances and is decided by the Department of Social Protection, not by a training provider. Ask your Intreo case officer or local Education and Training Board whether a training support applies to you — WorkSafe Ireland cannot confirm eligibility on anyone's behalf.
Can I do a Safe Pass online?
No. SOLAS does not recognise any online-only Safe Pass, and cards from online-only providers are not accepted on Irish construction sites. The course must be tutor-delivered in person.
How long does a Safe Pass last?
A Safe Pass card is valid for four years. To renew, you either sit the one-day course again or take the SOLAS alternative renewal test, a computer-based exam sat at an approved test centre and booked through your SOLAS account.
Every live date for both venues is on one page. Book online, email info@worksafe.ie or call 053 94 81445.
