It's one of the most-asked questions in Waterford — so here is the straight answer. The initial Safe Pass course must be completed in person with a SOLAS-registered tutor, because the assessment has to be supervised.
It cannot be done fully online. There is no fully online Safe Pass course Waterford workers can legitimately book anywhere, so treat any site selling one with caution.

Your Safe Pass card is valid for 4 years from issue. After 4 years you must renew it to keep working on construction sites in Ireland — book your renewal on any weekly Gorey or monthly Dublin date.
