Under the Safety, Health and Welfare at Work Act 2005, employers must prepare emergency plans and designate employees to carry out fire and evacuation duties — those designated staff are the fire wardens. The Fire Services Acts 1981 and 2003 place further fire-safety duties on employers. So while individuals aren't licensed, employers are legally required to appoint and adequately train enough fire wardens.

A Fire Warden helps prevent fires and leads a safe evacuation if one happens. In practice that means knowing the evacuation plan, helping run fire drills, keeping escape routes clear, assisting people out of the building, and accounting for everyone at the assembly point. They're a core part of a workplace's fire-safety system.

In practice there is no difference — the terms describe the same role and the certificate is equally recognised. "Fire Warden" is the more common term in Ireland, while "Fire Marshal" is used in some industries and in the UK.

There's no set number — it depends on the size and layout of your premises. You should appoint enough to cover every floor or area, plus extra to allow for people being on breaks, on leave or absent, so an evacuation can always be managed safely.
